ISO 9001-2015 Clause 6

Clause 6 provides guidance on how to plan for the QMS management system, this includes determining and appraising risks and opportunities associated with it, and the actions necessary to deal with these risks and opportunities.  This encompasses risk based thinking for hazard identification, determining legal requirements and other requirements, i.e. other commitments the organization had made, and setting objectives for improvement.

Being preoccupied with an approach that predominantly looks for unacceptable and unwanted outcomes is an ineffective technique for QMS planning, it is more prudent to look for both risks and opportunities for a more balanced approach.
