Clause 5.4 Breakdown

5.4 Consultation and participation of workers

Clause 5.4 is one of those clauses that gets into all the nooks and crannies of the OH&S management system, those clauses that audits just love...

The mind-map below attempts to provide a clearer view of the different areas of the standard that clause 5.4 makes direct reference to.  This gives a better picture of just how widespread this clause is and the need to ensure these areas are addressed in your OH&S management system.

If we tidy this mind-map up and create a cart-wheel diagram view things start to look even clearer.

Strangely clause 9.3 Management review does not get a mention here.  One might surmise that although workers will have contributed much to the contents of the management review pack, the actual review is, as a rule, undertaken by top management (see clause 3.12) ...

This clause is about tapping into the knowledge of those workers involved in the day to day activities.  Those closest to the risks are likely to have the best understanding of potential problems and possible solutions.  Each organization will have different and varying ways of managing employee consultation and participation.  Typically this may include safety committees and safety meetings.  Organizations should bear in mind that whatever mechanism they employ still needs to consider consultation, participation and cooperation of contractors and other relevant people not necessary directly on the company's books...
