Strangely clause 9.3 Management review does not get a mention here. One might surmise that although workers will have contributed much to the contents of the management review pack, the actual review is, as a rule, undertaken by top management (see clause 3.12) ...

This clause is about tapping into the knowledge of those workers involved in the day to day activities. Those closest to the risks are likely to have the best understanding of potential problems and possible solutions.
